The higher education is usually looked at as the governance center of education and culture in all countries. Therefore who come ruling the higher education is always concerned by the government and the higher education community. In the evolving and developing of higher education itself, what kind of the power controlled the phenomena that power to substitute, Whether there are regulational material to take into the function, that is the key problem this text to study with.
