本文根据世界私立教育发展的经验和现状，首先指出其在理论和实践方面的五大争鸣问题：政府应不应公平资助私立学校；举办私立学校是不是可以减少政府财政支出；私立学校的赢利如何处理；举办私立学校是否会加大社会阶层的分化。然后提出私立教育发展的三大趋势：私立教育的发展规模将得到进一步扩大；提高质量式增强私立教育竞争力的必然之路；政府在加大对私立教育支持力度的同时也将加强坚管。

According to the experience and current situation of the private educational development in the world, five debates on the theory and practice of the private education are put forward. And three tendencies to the private educational development are raised.
