高校的政治权力是基于高校所有权的一种”主权”，决定着高校发展的根本方向，具有全局性和战略性等重要特征。政治权力的这种最高权力特征在高校中又面临着高校学术”事权”的最终权威裁定，因此高校的学校权力是高校政治力审议监督的合法力量。只有正确认识高校政治权力的独立性存在及其特征，并以学术权力的审议监督制衡机制，才能防止高校政治权力和行政权力的过渡膨胀，促进高校的权力平衡，真正有助于完善高校的内部管理。

| 英文摘要 |
Politic power of higher education institutions, the “sovereignty” based on its ownership, determines what universities or colleges should be. But the politic power should be judged by academic power. Therefore, only if the politic power of universities or colleges is well understood and a power balance system is constituted, the educational management in our higher education institutions can be improved.
