20世纪90年代末期，加强高等教育质量管理成为日本高教改革的重要课程，提出要构建大学质量保障新体系，强调放宽”入口”，紧缩”出口”的质量管理体系。具体政策措施表现为建立外部评价制度，通过双轨、多元的评价制度严把“出口”关。本文拟通过介绍日本高等教育质量管理体系的转移、外部评价及系统内评价制度结构，分析日本双轨、多元评价制度的关系特征，揭示日本高等教育质量保障新体系的真正内涵。

| 英文摘要 |
At the end of 1990’s, to enhance the quality administration turned to be an important issue for Japanese higher education. It was proposed that Japan should establish a new system to guarantee the quality of university, and adopt quality─administrating system of widening access and narrowing downth exit. The specific policy is to establish dual─track and multiple outer evaluation institution to control the output of higher education. By introducing the evolvement of quality─administrating system, and the structure of inner and outer evaluation organization, this paper tries to analyze the characteristics of the dual─track and multiple evaluation institution in Japan, and then expose the real connotation of quality guarantee system of Japanese higher education.
