我国教育评价理论研究中存在着基础理论研究总体滞后，理论研究具有后发外启性、偏重操作性等问题。同时，在评价实践中也存在着政府干预过重、管理主义倾向明显、名利倾向严重等问题。揭示这些问题，并从价值取向的角度分析这些问题。

Our educational assessment theory study has the following problems：the basic theory study in a whole is lag behind；the theory study is external inspirational and practice oriented. Meanwhile, in the assessment practice, the problems of excessive government intervention, management doctrine, fame and fortune pursuing are obvious. In this paper, the author will reveal these problems and analyze problems in details from the perspective of value orientation.
