The government has been in the state of reforming under the processes of social transform at present. Its role and function are being redefined by the new viewpoint of western governance theory. The new pattern of government has to be established in order to deal with the challenge from social transform. To be faced with the redefinition of government role, the government will inevitably begin to adjust its magnificent orientation to the universities.
