英文摘要 The education and training system consist of many stakeholders such as governments, firms, institutions and the individuals. With the change of skills policies in the UK, the relationship between those stakeholders also shows different patterns. British experience reveals that it can bring about negative effects if stressing some stakeholders excessively but ignoring the other ones. All the stakeholders must work together effectively so that the equilibrium between the supply and demand of skill can be achieved.
