The article examines the converse flow of talents in elementary and secondary schools and reveals the problems in the current educational HR system. Analyzing the deficiency of applicable policies it reflects on the social base, the administrative environment and implementation strategies for the advancement of the teacher rotation system in elementary and secondary schools.
