Teacher Advisor Program（TAP）was a basic form for American general teachers to provide guidance. It was related with the movement of guidance and the reform of education in American. This paper introduces the basic hypothesis and the implementing model of TAP. These would bring some benefits to the reform of guidance and curriculum in China elementary and secondary school.
