中文摘要 本研究主要目的在藉由瞭解臺灣國家教育研究院與中國教育科學研究院之組織內容與功能,主要目的有四:(一)瞭解兩岸教育研究智庫組織的組織內容;(二)瞭解兩岸教育研究智庫組織的主要功能;(三)瞭解兩岸教育研究智庫運作的情形、研究議題、與相關問題;(四)比較兩岸教育研究智庫組織內容、主要功能、與運作情形,作為臺灣教育研究智庫規劃及發展之具體建議。
本研究透過實地訪談,與兩岸教育研究智庫相關人員進行訪談研究,研究發現如下:(一)組織內容:兩岸教育研究智庫的組織架構稍有不同,臺灣依照教育研究院之願景設置組織單位,中國則以與教育部的對口原則設計組織架構;(二)組織功能:兩岸教育研究智庫之功能都提供政策建言為主;(三)研究議題:兩岸教育智庫皆重視教育部指派之議題,個別或跨單位研究皆有,個別研究人員亦可研究個人關注之議題,惟中國教育科學研究院更重視服務決策的部分。(四)教育智庫人力發展:中國教育科學研究院定期進行人員考核,並以「旋轉門」概念協助研究人員發揮所長。
依照研究結果,本研究提出四項建議供未來臺灣教育智庫規畫之參考。
英文摘要 The purpose of the study was to understand the Think Tank’s role and function of National Academy for Educational Research (NAER) in Taiwan and National Institute of Education Science in China (NIES).There were four objectives in this study: 1. To understand the organizational framework of NAER and NIES. 2. To understand the function of NAER and NIES. 3. To learn about the management of NAER and NIES. 4. To compare the organizational framework, function, and management between NAER and NIES.
The study used in-depth interview to collect data. The findings were as the following. 1. Organizational framework: NIER was different from INES. NAER was designed according to the vision of the think tank. And NIES was designed to cooperate with the MOE of China. 2. Organizational function: Both NAER and NIES provided suggestions for policy making.3. Research Topic: Both NAER and NIES emphasized on the research topics that was given by the MOE. Research fellows of NAER and NIES could do both individual and cross-unit studies. Individual researcher could also conduct a study that he or she was interested in. However, NIES paid more attention on the service of policy making. 4. Manpower development: NIES reviewed its researcher every year. And it also used the concept of revolving door to help its researchers work on their strong point.
According to the results, the study proposed four suggestions for future references.
