中文摘要 為能進入他國的高等教育市場,以夥伴關係聯盟他國的高等教育機構進行跨國高等教育的情形已漸普遍,但可供參考的分析架構仍非常闕如;再加上跨國高等教育運作方式不同,也會在聯盟動機與目的、益處、責任與風險等內涵上出現不同的情形;因此,本文擬對夥伴關係在跨國高等教育運作上之應用提出分析架構並探討其相關內涵。然而,鑑於夥伴關係的相關文獻一再地強調信任、溝通、承諾等要素之重要性,本文擬輔以澳洲與香港的實證結果提出以下論述,凸顯跨國高等教育運作中夥伴雙方各有所思的情形:由於跨國高等教育運作常牽涉到非常實務的考量,尤其是供應者的經濟目的與需求者的市場滿足,因此,了解夥伴雙方的實務考量方能更有助於夥伴關係的維持。最後,對於本文所提出之分析架構與內涵提出檢討,並從個案實例中提出其對國內高等教育機構以夥伴關係進行跨國高等教育運作的啟示。
英文摘要 Seeking and accessing to a new higher education market in other countries, partnership in the operation of transnational higher education (TNHE) is gradually being adopted. However, the analytical framework for partnership in TNHE is not available in the literature. Besides, many different ways in the operation of the TNHE bring with themselves different motivation/ purposes, benefits, responsibilities, and risk for partnership. Thus, the paper aims to offer an analytical framework and the content for studying the application of the partnership in the operation of the TNHE. While the literature on partnership very much emphasizes the elements, such as trust, communication, and commitment, the pragmatic considerations of the partners, particularly the economic purpose of the supply side and the market need of the demand side, are rather ignored. The paper argues that the operation of the TNHE should involve the understanding of the pragmatic consideration of the partners, particularly the economic purpose of the TNHE providers, and the market need of the demand side, through examining two case studies, one from Australia and the other from Hong Kong. Finally, the reflection on the analytical framework and content for partnership in TNHE is made; and the implications for domestic higher education institutions to operate the TNHE through the partnership are proposed.
