中文摘要 金融危机造成的各州和地方财政缩减,一度导致美国许多学校因经费不足而濒临关闭,教师面临失业,《美国复苏与再投资法》为应对这一局面而颁布。它不仅要为因经济衰退而面临困难的学校提供稳定资金,而且也力图通过拨款引导美国基础教育的发展。包括:建立更为严格的学业标准和评估体系,建立监控学生学习质量的数据库系统,提高教师教学效能并公平配置师资资源,改造和提升学业失败的学校。该法具有广泛性、维稳性、促发性、衔接性、引导性五个方面的特点。
英文摘要 The financial crisis of 2009 has led to the curtailment of the state and local finance, which once resulted in the fact that many schools are at the edge of close because of shortage of funds and their teachers were confronted with the danger of unemployment. “The American Recovery and Reinvestment Act” (ARRA) was enacted in response to these problems. ARRA is to not only provide stable funds for the schools faced with difficulty of the economic recession, but also attempts to guide the development of American basic education by grants. Its efforts include: the establishment of more rigorous academic standards and assessment system, the foundation of the database system to monitor the quality of student learning, improvement of teachers' teaching efficacy and proper allocation of staff resources, reconstruction and improvement of the failing schools. The Act has five features: universality, maintenance of stability, inspiration, articulation and guidance.
