The paper focus on the main problem of the process of quality development on compulsory education, and give a framework of reflection on the quality problem. On the point of whose quality & which quality, the paper discusses some questions on the quality from the different angles such as the standard of quality, the type of quality, the subject of quality and the dynamic of quality.
