SACMEQ是非洲国家参与大规模国际学生学业成绩测评的本土机构,作为非洲教育区域化的代表性机构对促进世界全民教育发展做出了杰出贡献。本文基于该联盟发展演变的事实,从联盟成立背景、演变过程、组织机构、组织宗旨、主要业务和工作流程等方面对SACMEQ资源进行梳理,总结其成功经验,以期为我国基础教育阶段的教育质量监测改革提供参考。

The Southern and Eastern Africa Consortium for Monitoring Educational Quality is one of several initiatives around the world that have developed and implemented mechanisms for measuring and monitoring the quality of education in its member countries. This article is review of SACMEQ's history, including origin, mission, activities, structure, and the key elements of its research methodology.
