In this paper, the headmaster who lead a primary school many years experiences and insights of participate in the ［new schooling education’. It is a case study to explore the mechanisms and processes of teacher development. In the processes of teacher development, it is important to deal with the confusion of teachers； make a good planning and conduct of teachers develop； formulate the teaching under the guidance of experts； make experts and teachers fully communicate.
