中文摘要 衡諸過往之文獻,迄今尚缺乏完整探究大學教師人力資源管理活動之研究,因此,本文採取文件分析法、訪談法與問卷調查法,以公、私立大學教師為研究對象,進行人力資源管理願景與現況之研究,研究主題為大學教師聘任、教師待遇、教師評鑑、教師專業發展、聘用校務基金進用人員等活動的實施現況、問題與解決策略。本研究主要發現如下:大學實施教師人力資源管理的願景與期待,主要在於朝向鬆綁相關的法令規章,使大學真正具有自主性,而人事單位也應發揮策略性的角色。研究建議,未來我國大學教師的待遇應與績效做連結;教師專業發展應朝教師學習社群發展;教師評鑑應訂定合宜的評鑑指標。最後,提出結語,供教育行政主管機關、大學當局及後續研究參考。
英文摘要 Studies on human resource management implementation among higher education faculty in Taiwan remain neglected. Consequently, the purposes of this study were mainly to explore the current human resource management visions, implementation, problems and strategies for public and private universities faculty in Taiwan. Namely, faculty recruitment, compensation, development, evaluation and short term-contracted teacher were investigated. The present study adopted documentary analyses, interviews, and questionnaires to fulfill the study purposes. The major findings were that the visions of human resource management of higher education faculty were to loosen related regulations, and Human Resources Office should play a strategic role. The study also suggests that, firstly, faculty compensation should be linked with performances; secondly, in terms of faculty development, faculty should form professional community, and lastly, universities should establish proper teacher evaluation indicators. According to the results, this study ultimately drew up significant conclusions and suggestions for reference to the educational administration agencies, universities authorities and follow-up research.
