To explore the issue of the origins of the curriculum, who takes responsibility for it and who ‘owns’ it. Who is engaged in its adoption and implementation? Whose voices are heard and respected? What partnerships have developed among key actors and what might be the consequences? Can Governments safely delegate major aspects of the curriculum to ‘external actors’?
