篇名 歐洲國家高等教育國際學生招募概況之比較

中文摘要 本研究主要藉由至荷蘭參訪的機會,搜尋歐洲國家之國際化政策、大學評鑑等報告書及相關文獻資料,探討英國、德國、荷蘭、奧地利等四國之國際化政策與概況,考量不同國家大小,以及英語系與非英語系國家之別,瞭解不同國家國際化發展的背景、國際學生招募的現況、國際學生招募的核心策略, 以及國際學生招募之優勢與困境等。本文最後運用Bereday的比較教育研究方法,將上述四國並列進行比較,探討高等教育國際化與國際學生招募將面對的未來發展與挑戰,包括:國家政策制定與引導之重要性、打造頂尖大學、強調品質保證為主要策略、國際化之「區域化」分布漸明顯,發展領域特色是小國招募國際學生的契機等,並供台灣高等教育階段在推動國際學生招募上之省思與參考。
英文摘要 By means of visiting the Netherlands and collecting the relevant literature in European countries, this study is to explore and compare the policies of Internationalization of higher education and the current situations of international student recruitment in England, German, the Netherlands and Austria. This research indicates the development of nternationalization of higher education and the key figures, core strategies and the merits and barriers of international student recruitment. The reasons of selecting the above four countries for this study is to compare the possible differences of Internationalization resulting from country size and language. The major findings of this research are concerned with the future and challenge of internationalization of higher education and international student recruitment, including: 1. the importance of steering internationalization of higher education by national policy-making, 2. the core strategies of creating worldclass universities and stressing on quality assurance, 3. the phenomenon of “regionalization” of internationalization and the opportunity of internation-alization especially for small countries. We hope these findings will help reflect the implementations and provide the implications to Taiwan regarding with internationalization of higher education and international student recruitment.
