中文摘要 本研究旨在透過文獻探討,了解美國「邁向顛峰」計畫之內涵及實施概況,並進一步分析該計畫之成效及問題。研究結果發現,該計畫成效包括:一、各州參加「邁向顛峰」計畫之情況良好;二、全國課程標準趨向統一;三、研擬政策提升教師素質及效能;四、各州積極協助表現不佳學校。但也面臨到以下問題,包括:一、聯邦政府面臨侵犯地方教育權之質疑;二、教師評鑑與學生學業表現掛勾,引發教師反彈;三、評比過程不盡公平。根據研究結果,本研究並提供建議以供我國教育行政機關參考。
英文摘要 The aim of this paper is to understand the contents of the Race to the Top in America based on document research, and analyze the outcomes and problems of this program. There were four outcomes, including: 1. States applied the program actively; 2. Curriculum standards of states became identical; 3. States made policy to enhance teacher quality and efficacy; 4. States helped to improve under-performing schools. And there were three problems, including: 1. Federal government might violate the authority of state government; 2. Student performance outcome linking to teacher evaluation caused the protest of teachers; 3. Process of review was not so fair. Finally, according to the results of this research some suggestions were made for the superintend educational administration institution in Taiwan.
