人们往往简单地把[全民终身教育]理解为是[全民教育]与[终身教育]的拼合；而国人也常常把世界全民教育大会提出的[基础教育]当成是[两基]。本文通过对联合国教科文组织几个重要教育文献的解读，对它所提出的教育理念做出了阐释，着重指出全民终身教育与基础教育改革的关系问题。

It is simple took the [National whole-life education] as the combination of [education for nation] and [whole-life education]. And, people are like to take the [basic education] which put forward in the Worldwide Education Conference as [two basics]. In this thesis, through the explanation of several important literatures and elaboration the philosophy of education proposed by UNESCO, strongly pointed out the relationship between [national whole-life education] and [whole-life education]
