中文摘要 在教育績效責任的時代,各國陸續推動強化校長專業領導能力與表現之評鑑與績效管理政策。國內自1999年也開始實施校長辦學績效評鑑,但因過度偏向總結性目的,忽略形成性功能而受非議。本研究之目的在建構一套以改進為焦點的校長績效管理系統,以便能夠適切連結校長辦學績效、專業發展與學校持續改進之功能。本研究先經由文獻分析,歸納出符合本研究目的之校長績效管理系統運作模式;其次採取混合研究法,抽取臺灣地區23縣市教育行政人員、國中與國小校長進行問卷調查與訪談。研究結果發現,受試者普遍認為校長需要有持續性的專業支持,並同意本研究所強調以改善為焦點的校長績效管理系統運作歷程規劃,最後分別針對教育行政機關與校長提供規劃實施校長績效管理系統有關的建議。
英文摘要 In the era of educational accountability, emphasis has been pay more attention on the policy of principal evaluation or performance management to enhance their professional leadership capabilities and performance of principals. In Taiwan, principal performance evaluation has been implemented since 1999. However, it is criticized for overemphasis on summative purpose, not on formative function. The study was aimed at constructing an improvement-focused principal performance system so as to link principal performance with professional development and sustainable school improvement function. First, the literature review was used to organize a feasible model for the principal performance management system to be tested. Following up by the mixed method, the researcher selected educational administrators and principals of elementary and junior high schools from 23 cities or counties to conduct the survey and interviews. The findings showed that principals really needed continuous professional supportsintheir career and agreed with the system constructed in the study that focus on keeping improvement. Based on the results, the study provided some suggestions for policy-makers and principals to formulate and implement the principal performance management system.
