基于对广东省N县义务教育均衡发展状况的调查发现，县级区域内义务教育阶段学校在“普九”巩固水平、办学条件、资金投入以及师资力量等方面存在发展不均衡的问题。要促进县域义务教育均衡发展，必须建立健全义务教育质量监测评估机制，逐步完善学校人力资源管理体制，积极推进薄弱学校改进，全面促进县域义务教育均衡发展。

Based on the survey of compulsory education balanced development of N, a country in Guangdong, the result showed that the development of compulsory schools were unbalanced, which was manifested in the universal nine-year compulsory education, the level of school conditions and the faculty development, etc. In order to promote the balanced development of compulsory education in the county, we should take effective measures, such as establishing the system of supervision for education quality, improving the mechanism of schools' human resource management promoting the sustainable development of disadvantaged schools and promoting the balanced development of compulsory education in country areas.
