中文摘要 基於台灣與韓國在經貿上的競爭關係,韓國在教育上的變革格外值得我們的關注。英語教育的改革攸關國家競爭力的強弱,韓國英語村的設立,在亞洲鄰近國家引起很大的轟動,其創新作為,固然予人啟發,但仿效其建設英語村,是否真能提升國民英語能力,則不無疑問。本研究從比較韓國城南英語村與台灣桃園中壢英語村之設置目標、師資、課程、設施、主要情境、經費等著手,除了找出其異同之處外,並藉由外語能力養成之定義與相關理論之分析,驗證英語村的課程設計是否確實有助於外語能力的提升,並就兩村之狀況個別分析其優劣。其後,並根據報章、網路等媒體相關報導中,諸多專家學者、教育行政人員、學校教師等所提出的質疑與評論,以及意見與建議,加以分類整理,並結合外語教育理論加以分析,就其中已存在的問題,整理出解決之道。希望我國在積極建設英語村以尋求迎頭趕上韓國英語教育的同時,能避免韓國英語村所存在的弊病,並改善現已存在的英語村。
英文摘要 Because of the competitiveness between Taiwan and Korea on international trade, Korean reform on education always attracts our attention. Improvement of English education is closely related to international competitiveness. Thus, the establishment of English villages in Korea causes its Asian neighbors a great sensation. Its creativity should inspire many countries. However, it is still a question unanswered whether establishment of English villages is useful for improvement of English ability. Thus, this study starts with a comparison between Seongnam English Town (SENT) and Chung Li Village, including their goals, teacher qualifications, curriculum, facilities, main situations, financial support, etc. In addition to finding out their similarities and differences, the researcher also tries to figure out whether the curriculum design can really help learners improve English ability by means of analyzing with inter-contextualizing the definition of English ability and related education theories. The situations of the two villages are analyzed respectively to show their individual advantages and disadvantages. After that, doubts, opinions, criticism, and suggestions of some education experts, school administration, education practitioners, etc. from media, like newspapers, and the Internet, are sorted and then combined with foreign language teaching theories to do analysis to find solutions to existing problems. Through this study, the researcher hopes to contribute to efficient establishment of our own English village which can avoid the existing problems and really help our English ability exceed Korea’s. Besides, it can also be useful for the adaptation of existing English villages in Taiwan.
